Background on Measure L
Last June, the Contra Costa County Board of Supervisors passed an
ordinance restricting large scale retail businesses from opening in the unincorporated
areas of the County. The ordinance would ban "supercenters", stores
that are larger than 90,000 square feet (the size of two football fields)
and include a typical big box store, like a Wal-Mart or Target, with a full
service grocery store.
Wal-Mart funded the collection of enough valid signatures to qualify for a
referendum to overturn this ban. The election will be held in March, 2004.
The title language for Measure L is as follows: Shall the Large-Scale Retail
Businesses Ordinance, Contra Costa County Ordinance No. 2003-18, be adopted?
A YES vote will preserve the ordinance.
