December 10, 2002 Assess community benefits Letter to the Editor BylineREGARDING the downtown San Jose redevelopment project proposed by the CIM group (Opinion, Dec. 8), the San Jose City Council should strongly consider using the community benefits assessment developed by Working Partnerships USA to evaluate, and if necessary modify, the development agreement for the project. The Greenbelt Alliance believes that CBAs can be good tools for evaluating
the community impacts of development projects -- both positive and negative.
Many conservation groups understand that ``smart growth'' has to include
more than opposition to sprawling development on farmland and open space.
We support development within already urbanized areas and believe that
such developments should address the needs of a large cross-section of
the public. CBAs can help to determine how projects can provide affordable housing,
access to transit, child care and other community amenities. By helping
to determine how in-fill development projects can meet broad community
needs, CBAs have the potential to increase public support for smart growth
and overcome neighborhood opposition. Jeremy Madsen ### |
