January 12, 2005 Council approves plan to expand urban limit line Subheading Amy ChenCONCORD - The City Council has approved plans to extend Contra Costa County's urban limit line into a 1,600-acre port area of the Concord Naval Weapons Station if and when the federal government closes the base. The 4-1 vote Tuesday came after open-space advocates from Save Mount Diablo and Greenbelt Alliance told the council that they opposed expansion into the 12,800-acre weapons station. Vice Mayor Susan Bonilla also urged the council to reconsider, saying voters "don't want to see cities squabbling over bits and pieces." Regional discussions about the countywide growth boundary have stalled since Concord, Clayton, Brentwood, Pittsburg and Antioch have proposed expansions totaling about 5,000 acres. Bonilla said Concord was pulling out of its partnership with other cities and delaying the apportionment of Measure J transportation funds, which is linked to the adoption of a new growth boundary. City leaders said they envision turning the port area of the naval weapons station into a mix of homes, shops and offices. The area earmarked for development is not open space or wetlands but is already developed with warehouses and other buildings, Councilman Mark Peterson said. The city plans to add the boundary adjustment to a November 2006 ballot
measure, which will ask voters to ratify a new countywide urban limit
