January 31, 2005 Lagoon Valley plans to get new go-round Subheading By Tom Hall/Staff WriterAnother ride for Vacaville on the Lagoon Valley merry-go-round starts Tuesday night. For the first time since the city approved a settlement agreement in December that essentially wiped out current development plans for Lagoon Valley, the project will move forward. The Vacaville Planning Commission will hold a study session Tuesday night to discuss the settlement, which was reached between developer Triad Communities and Bay Area-based environmental group Greenbelt Alliance. The commission also will talk about the new development plan and solicit public feedback. The settlement agreement effectively reverts the situation back to 1990, when a policy plan for Lagoon Valley was first approved. That plan allowed commercial and residential development south and west of Lagoon Valley Lake. An updated plan was approved by the City Council last June involving the development of 1,325 homes, a 213-acre golf course and an 88-acre business park. The settlement agreement scratched out those plans. Now, the ball is rolling again, with the commission looking at a brand-new specific plan, planned development permit, vesting tentative map and environmental impact report addendum. The project plans now call for a 412-acre residential community of up to 1,025 homes, a 240-acre golf course, a 50-acre business village with 700,000 square feet of office space, an 11-acre town center with retail spaces, a fire station, an eight-acre park and 71 acres of open space area. Tuesday the commission will only comment and listen. But it is expected to vote on the plans at its meeting Feb. 15.
