City lands top spot in 'Smart Growth' ratings

Petaluma has scored the top rating in the Bay Area by Greenbelt Alliance, a regional environmental organization.

The nonprofit group's "Smart Growth Scorecard" ranked 101 cities and nine counties. Petaluma earned the top spot with a 70 percent rating based on how the city is planning for future growth.

It also earned points for having "Smart Code" zoning, which considers how a building relates to its street rather than to its use. It also got points for having an urban growth boundary, funneling high-density growth downtown and requiring parks within 1/4 -mile of new homes.

Santa Rosa tied with Napa at No. 3.
